M. BRIAND’S SPEECHES.

Tho Times’s Berlin correspondent reports that Dr. Stresemann lias written a preface to a collection of M. Briand’s speeches (published in Germany) illustrating long faithfulness to the cause of the Franco-German rapprochement. Dr. Stresemann, in urging that the reapprochement should not only be a stock absorber, recalls that since the war Franco-German relations have become the keystone of a permanent European pacification. Immediately after the war the Germans were favourable to the elimination of elements poisoning relations. On the contrary, the French desired greater power and only gradually realised that military hegemony was no guarantee of prosperity.
