BANISHMENT ORDERS. Received January 19, 2.10 p.m. MOSCOW, Jan. 18. For the purposes of punishment the Soviet has divided the opposition leaders into three groups, incorrigibles, penitents and non-penitents. Trotsky and Rakovsky head the non-penitents who are being drastically punished. Rakovsky and Radelc are ordered to Ustsesulsk, bordering on the Archangel province. Trotsky’s destination has been changed from Astrachan because the doctors declared that ho has tuberculosis. . , t Kameneff and Zinovieff head tho penitents and have confessed their errors. Kameneff has been ordered to Senza and Zinovieff to Vologda. They have been assigned educational posts'. Sapronoff heads tho incorrigibles, who opposed even Lenin when alive. They are banished to the remotest part of Siberia under arrost.
