PROBLEMS DISCUSSED. INTERESTING PHASES. Received September 3, 11.30 a.m. GENEVA, Sept. 2. ' Interesting phases of population problems were discussed at the World Population Conference. ’ Mr E. J. Lidbetter, a London slum authority, declared that the hygienic uplift of slums only meant increased fertility, not increased quality. Proiessor Gins, of Italy, said that the birth rate was a matter of State importance. The State was entitled to decide the future of its population, the lowering of which enfeebled military strength. Mr Thomas, the League s Labour secretary, urged an international organisation to handle migration, so as to avoid conflicts in connection therewith, also that it was necessary to settle whether people had the right to reproduce beyond their own economic resources and whether they had aright to conserve soil form which they were not producing the maximum.—A. and N.Z. cable.
