MODEL FOR UNITED STATES. CHIEF JUSTICE TAFT’S TRIBUTE. NEW YORK, Sept. 2. Welcoming Lord Hewart (Lord Chief Justice of Dngland) who addressed the American Bar Association, Mr W. H. Taft (the Chief J ustice of the. United States) said: —“The debt we owe Britain for our law and our form of Government can never be repaid. • The happiness we enjoy in our liberties comes from the representative character of our popular institutions as we derive them from England. Our progress without this would have been impossible, and departure from it in future would be full of danger. “Our problems have been somewhat different. Variations have required some changes in the governmental structure, but the origin and essence of it must be traced directly to our English descent. The strength and character of the English people, developed under that representative form of government, should continue to be our inspiration. The model of their administration of justice, exemplified wherever the British flag ■ floats, in its equity, efficacy and despatch, should stimulate us to the improvement and reform of our methods of procedure and the preservation of the happiness of our own commonwealth by maintaining our liberty when effectively regulated by law ” —A. and N.Z. cable.
