SLOWNESS OF MIGRATION.

EARL OF CLARENDON’S ADVICE. LONDON, Dec. 31. The Earl of Clarendon, speaking at the Educational Association’s Conference, cited the slowness of migration to the Dominions. Though it was increasing, he did not believe a mass movement was possible. Britain’s urbanisation did not inculcate in her inhabitants the desire for agricultural pursuits. Education in the Empire’s meaning and purpose regarding the welfare of the world might afford a solution, and a great Empire-wide campaign in this direction should be inaugurated, reviving a desire for country life in youthful minds.—A. and N.Z. cable.
