EMPOWERING BILL PASSED

WELLINGTON, June 23
In the course of the discussion in the Legislative Council to-day on the Local Authorities Empowering and Relief Unemployment Bill, the actingleader, Sir H. Heaton Rhodes, remarked that there was always unemployment at this time of tho year, and the Government thought it right to enable the local bodies to borrow money without a poll of the ratepayers. Several councillors suggested a limitation of the borrowing powers, but Sir Heaton Rhodes said they could rest assured the Government would not cncourago excessivo borrowing and would insist that the moneys were for the relief of unemployment.
