ACTION BY SPAIN. 1 GENEVA, Juno 10. At tho League Council meeting the Spanish representative announced that Spain would ratify the amendment to articlo four of the covenant of the League, relating to the re-election 'and rotation of non-permnnent members of the Council. Sir Austen Chamberlain congratulated the Spanish’ Government, and said the announcement would be received with great satisfaction and 'appreciation. Spain’s action completes the required ratification, and the amendment thus becomes operative. Tho Brazilian delegate, Senor Mellofranco, lodged Brazil’6 resignation from the Council of the League. This does not imply that Brazil ceases to he a member of tho Leaguri. The Maritime Conference Comnnttee. which is investigating the conditions of seamen’s work, rejected tho shipowners’ proposal that the recommendations of the Conference Bureau should be restricted to the principles common to all established systems of inspection and apply only to countries where a system of maritime inspection has not yet been established. —Reuter.
