USE OF HANDCUFFS
NECESSARY IN SYDNEY. SYDNEY, Jan. 21. On returning from a tour of Europe and America, Police Commissioner Mitchell recommended tho abolition of handcuffs from uniformed polico on tho grounds that they aro an obsolete method of dealing with prisoners, and have long since been abolished in cities abroad. Tho recommendation met with strong opposition from tho polico, who urged that in a city so comparatively sparsely policed as Sydney they aro placed at the mercy of a violent prisoner unless provided with handcuffs. Tho Chief Secretary has now revoked tho order for adopting Commissioner Mitchell’s recommendation, of which ho. previously approved.— Press Association.
