SHANGHAI TROUBLE
REPORTS BY DIPLOMATS CONFLICTING OPINIONS. (By Electric Telegraph.—Copyright.) Received December 30, 8150 a.m. PEKIN, Dec. 29. The diplomatic corps has published summaries of tho reports of. the judicial commissioners, together with the diplomatic commission, which visited Shanghai in. June. The diplomats'; in a preliminary statement, say that as no Chinese witnesses came forward the judges were unable to collect full and sufficient evidence and could not arrive at a unanimous decision. Each, therefore, submitted his own decision. A summary of the American report attaches some blame to Commissioner McEwen. The Anglo-Japanese judges, on the contrary, do not attach blame to the police, stating definitely that none of the police can be accused of negligence. Commissioner McEwen was not responsible for failing to anticipate the disturbance.'* Inspector Everson’s order to fire was justifiable. —Reuter. PARIS PAPER’S COMMENT. PARIS, Dec. 28. The new aspect of the Chinese crisis, says the Temps, brings home to us tho grave disadvantages which may ensue from ending the Anglo-Japanese alliance. Tho paper points out that tho close solidarity which united Japan and Europe would thereby be broken and tho Tokio Government would be compelled for the purpose of ensuring the development of its interests in the Far East, to adapt its action to the defacto situation it was unable to modify. The Temps expresses the opinion that Japanese policy is becoming increasingly supplo towards tho Chineso and the Russians, and points out that Moscow has . not protested against the action of the Japanese at Mukden. —Reuter.
