GRATIFIED INDIAN REFORMS. CALCUTTA, Dec. 16. Bidding farewell to India at the annual dinner of the European Association last night, the retiring Viceroy (Lord Reading) said that since April, 1921, one of the most gratifying aspects of the reforms carried out, and not tho least remarkable, was their reception by the unofficial European, population.
