LORD READINGS FAREWELL
GRATIFIED INDIAN REFORMS. CALCUTTA, Dec. 16. Bidding farewell to India at the annual dinner of the European Association last night, the retiring Viceroy (Lord Reading) said that since April, 1921, one of the most gratifying aspects of the reforms carried out, and not tho least remarkable, was their reception by the unofficial European, population. Regarding public services, Lord Reading affirmed that the declared policy was to provide for the increasing associations of Indians ill every branch of the administration. This was being carried out by the Government. At the same time, the position, privileges and prospects of Europeans were clearly defined. Tho president of the association said that in both fiscal and industrial matters Indians were apt to regard race as an essential qualification for rights and privileges which should be common to all —in other words, racial co-ojperation by compulsion.
