LOCARNO PACT.
THE FIRST FRUIT. RHINE COMMISSION APPOINTMENT. BERLIN, Nov. 8. One of the first fruits of the Locarno Pact is that the Allies have approved the appointment of Baron Von Simmera, at present Ambassador to Madrid, as German commissioner on the inter-Allied Rhineland High Commission, which has been vacant for some years.—Reuter.
