STATE OF SIEGE.
PROCLAIMED AT DAMASCUS.
PARIS, Nov. 7. News is confirmed that a. state of siege has been proclaimed at Damascus. The inhabitants have been warned to take precautions to safeguard their lives.—A. and N.Z. cable. BRIGAND CHIEF. AIMS AT REPUBLIC. BEIRUT, Nov. 7. Bakri, ex-leader of the Syrian Nationalists, and now a brigand chief, has proclaimed a republic. He led a rebel attack on Damascus, which ihe French drove off, killing sixty. The pursued rebels re-attacked the military, and fighting is now proceeding. —A. and N.Z. cable.

M. BRIAND’S EXPLANATION. PARIS, Nov. 7. M. Briand explained to the Council the principles of the administration of the French mandate in Syria, tho basis of which would be a wider measure of autonomy immediately tranquillity is restored.—A. and N.Z. cable.
