THE WELLINGTON WEST COUNTIES’ JOINT BY-LAWS, 1925. IN exercise of the powers conferred on it by Part IV. of “The Counties Act, 1920,” the Manawatu County Council HEREBY MAKES by special order a by-law under “The Counties Act, 1920,” “The Public Works Act, 1908,”. “The Health Act, 1~0,” “The - Motor Vehicles Act, 1924,” and by every amendment of the said Acts and of every other power and provision contained, in any statute or ordinance then in that behalf enabling such bylaw being intituled “The Wellington West Counties Joint By-laws, 1925,” The object and purport of the proposed by-law are:— Part I.—lntroductory, and Penalties. — Defining words and phrases used in by-laws, the application of bylaws and prescribing penalties for breaches of the by-laws. Part 2.—Offences on Roads and Publice Places. —Defining certain offences on roads and public places within the county. Part 3. Regulating traffic. Generally. Prescribing the lights to be carried on vehicles, the rates at which vehicles may proceed in certain places, the loads to be carried on vehicles and the rules of the road to be observed by vehicles and defining certain offences. Part 4.—Regulating Width of Tyres.;— Prescribing the maximum load to be carried by vehicles in relation to the sizes of tyres on the wheels thereof. Part s.—Vehicles Plying for Hire.— Prohibiting the plying of vehicles for hire unless licensed and prescribing rules in connection with such licenses and the license fees to be paid in respect thereof. Part 6.—Motors.—Defining offences in connection with the driving. Part 7.—Pedlars and Hawicers.—Prohibiting the carrying on of a business of pedlar or hawker without a license and providing for tho granting of such licenses and for the fees to be payable in respect thereof. Part B.—Public Billiard Rooms.—Providing for the licensing of public billiard rooms and prescribing rules for the granting of such licenses and the fees to be paid in respect thereof. Part 9. Public Health. Defining terms used in this part of the bylaw and prescribing penalties tor breaches thereof. Prohibiting the erection of buildings without the precedent consent of the county and prescribing the -minimum area frontage and minimum space in respect of dwelling houses and the rules for obtaining the consent of the county to such buildings. Prescribing tho conditions and requirements to bo complied with in respect of buildings intended to be used as dwelling houses and prescribing generally the materials, dimensions and method of construction of buildings within the county. -Prescribing the conditions as to the structure and cleansing of privies. Prohibiting the undertaking of plumbing, drainage or sanitary work without the consent of the county and-prescribing tho conditions..upon-which permits to carry out drainage wont may bo issued. Prescribing general provisions as to drainage and materials to be used and the rules to be observed in connection with drainage work. Prescribing the requirements to be observed in connection with sanitary plumbing work. Defining common lodged houses and requiring samo to bo registered and prescribing conditions) upon which registration thereof shall be continued. Defining offensive trades and prescribing nature of buildings m which such trades may be carried on and prescribing the rules to bo observed in the carrying on of such trades. Prohibiting the erection of stables and cowsheds adjacent to dwelling houses, shops and factories and prescribing the rules to be observed in connection with tho carrying on of stables, cowsheds and pigsties. Providing for the registration of cattle sale yards. Prescribing rules for tlio sale of food and tor the protection of food from contamination. Providing for the licensing of picture theatres, halls and concert rooms and rules for the granting of such licenses and tho lees to be paid in respect thereof. Providing general rules for tho preservation of public health and for tho collection of household rubbish and manure. Part 12.—Providing for the keeping of a register of licenses; for the use of specified forms and for the repeal of former by-laws. A full .copy of this by-law is deposited at the county offices at Sanson and is open to the inspection of the public during office hours, until the twentyfourth day of November next, on which day tho special order -will be submitted for confirmation at a special meeting of Manawatu County Council to be held at 2 p.m- at the council offices at Sanson. .
