POHANGINA COUNTY COUNCIL. THE WELLINGTON WEST COUNTIES JOINT BY-LAWS, 1925. IN exercise of the powers conferred on it by Part IV. of “The Counties Act, 1920,” the Pohangina County Council hereby makes by special order a By-law under “The Counties Act, 1920,” “The Public Works Act, 1908,” “The Health Act, 1920,” “The Motor Vehicles Act, 1924,” and by every amendment of the said Acts and of every other power and provision contained in any statute or ordinance them in that behalf enabling such Bylaw being intituled “The ellington West Counties Joint By-laws, 1925.’ The object and purport of the proposed By-laws aro: PART 1: INTRODUCTORY AND PENALTIES. Defining words and phrases used in by-laws, the application of by-laws and prescribing penalties lor breaches of the by-laws. PART 2: OFFENCES ON ROADS AND PUBLIC PLACES. Defining certain offences on roads and public places within the County. PART 3: REGULATING TRAFFIC. Generally. Prescribing the lights to be carried on vehicles, tho rates at which vehicles may proceed in certain places, the loads to bo carried on vehicles and tho rules of tho road to be observed by vehicles and defining certain offences. PART 4: REGULATING WIDTH OF TYRES. Prescribing the maximum load to be carried by vehicles in relation to sizes of tyres on the wheels thereof. PART 5: VEHICLES PLYING FOR HIRE. Prohibiting the plying of vehicles for hire unless licensed and prescribing rules in connection with such licenses and the license fees to be paid in respect thereof. PART 6: MOTORS. Defining offences, in connection with the driving of motors in the County and prescribing the speeds at which motors may be driven in certain parts of the County providing for the airection of warning notices on dangerous places and prescribing the speed at which motors may travel in such dangerous places. Prescribing the lights to be carried by motor vehicles of motors in the County and prescribing the speeds at which motors may be driven in certain parts of the County, providing for tho direction of warning notices on dangerous places and prescribing tho speed at which motors may travel in such dangerous places. Prescribing the lights to bo carried by motor vehicles. PART 7: PEDLARS AND HAWKERS. Prohibiting the carrying on of business of pedlar or hawker without a license and providing for the granting of such licenses and for tho fees to be payable in respect thereof. PART 8: PUBLIC BILLIARD ROOMS. Providing for tho licensing of public billiard rooms and prescribing rules for the granting of such licenses and the fees to be paid in respect thereof. PART 9: PUBLIC HEALTH. Defining terms used in this jiart of the by-law and prescribing penalties for breuches thereof. Prohibiting the (erection of buildings, without the precedent consent of tno county and prescribing the minimum area frontage and minimum air space in respect of dwellinghouses and the rules tor obtaining the consent of the County to such buildings. Prescribing the conditions and requirements to be complied with in respect of buildings intended to be used as dwellinghouses and prescribing generally the materials, dimensions and methods of construction of buildings within the County. Prescribing tho conditions as to the structure and cleansing of privies. Prohibiting tho undertaking of plumbing, drainage or sanitary work without tho consent of the County and prescribing the conditions upon which permits to carry out drainage work may bo issued. Prescribing general provisions as to drain-, ago and materials to be used and tlio rules to be observed in connection with drainage work. Prescribing tho requirements to be observed in connection with sanitary plumbing work. Defining common lodging houses and requiring same to bo registered and prescribing conditions upon which registration thereof shall bo continued. Defining offensive trades and prescribing naturo of tho buildings in which such trades may be carried on and prescribing tho rules to be observed in tho carrying on of such trades. Prohibiting the erection of stables and cowsheds adjacent to dwellinghouses, shops and factories, and prescribing tho rules to be observed in connection with tho carrying on of stables, cowsheds and pig sties. Providing for tho registration of cattle sale yards. Prescribing rules for the sale of food and for tho protection of food from contamination. Providing for the licensing of picture theatres, halls and concert rooms and rules for the granting of such licenses and the fees to be paid in respect thereof. Providing general rules for tho preservation of public health and for the collection of household rubbish and manure. PART 10. Providing for the keeping of a register of licenses; for tho use of specified forms and for the repeal of former >y-laws. . A full copy of this by-law is deposed at the County Offices at Pohan'ina and is open to the inspection of he public during office hours until the 3th day of October next, on which lay the special order will be submitted or confirmation at an ordinary moetn'g of the Pohangina County Counci o be hold at- 10 a.m. at tho Council Ifficos at Pohangina.
