TROUBLE LIKELY IN MELBOURNE. PROMOTION QUESTION. MELBOURNE, April 15. Serious trouble is expected by officials of the Police Association should an attempt be made to change t.he presenterystem of promotion by seniority. * The Chief Commissioner, Mr Nicholson, has recommended to the Government that merit be the principal basis of promotion, but this, the officials believe, will pave the way for favouritism. Members of the force complain bitterly of the system of calling for a confidential report on trien duo for promotion. The candidate is called before a board and asked questions based on a secret report, which is often furnished by one of his comrades, whose identity he doe 9 .rot learn until after the examination.
