STATE OF PENURY.
THEFT ON IMPULSE. Per Press Association. AVELLINGTON, Feb. 7. Robert Harvey Campbell was placed on probation for 18 months by Sir Robert Stout for the theft of a safe from the Lower Hutt railway station. Accused had a bad record, but was leniently treated because the Chief Justice was satisfied that he was in a state of absolute penury and stole on an impulse.
