- WAR DEBT TO AMERICA. WASHINGTON, Jan. 5. A perusal of the French memorandum on debts provided the Secretary of the Treasury, Mr Mellon, with no information additional to that which he gathered in conversation with the French Ambassador, M. Jusserand. Mr Mellon stated that' the memorandum confirmed the despatches concerning a suggestion from France that she be allowed eighty years, and a ten years' moratorium, in which to pay her billion dollar debt.—A. and N.Z. cable.
