MORE ABOUT ZINOVIEFF LETTER LONDON. Nov. 23. Replying to the British Note refusing (o advise ratification of die Anglo-Russian Treaties, the Soviet expresses regret ai die decision and disavows responsibility for the feeling of discontent which the decision of the British Government will cause in both countries. Dealing with the Zinovieff letter, the replv expresses extreme surprise that, after declining the offer of investigation of the document bv an impartial court, tlui British Government makes \ ague statements, unsupported by any evidence, that _ the document is genuine. I lie Soviet i onises to accept such unproved allegations. It accuses the British Government of endeavouring to evade the arbitration offer by allegations regarding the relationship of the Communist Internationale with the Soviet Government, in which connection if reiterates the complete political administration independence of the international. The reply insists that the offer of arbitration is the only means of unbiased settlement. . . The reply, which is signed by M. Ra-kov-dry, savs it is understood that die British trade union delegation at present ill Moscow unanimously came to the conclusion that the document was a forgery. - A. and X.Z. cable.
