In the Legislative Council yesterday proceedings were confined to tributes to tho memory of the late Sir Walter Buchanan, and tho Council placed on record its high sense of the distinguished services rendered to the country by the deceased legislator. Tho speakers to the motion, which was moved by Sir Francis Bell, were the lions. Griminond, Izard, Dr. Collins, Moore, Triggs, Scott, Farnshaw. Ilislop, Garland, Michel and Barr.
