ARREST OF A CONSUL. OTTAWA, June 6. A telegram from Montreal says that in connection with the arrest of the Spanish Consul, Miguel Maluquer, at his office, and his being charged with conspiracy to defraud the Canadian Customs by smuggling alcohol into Canada, the other Consuls have taken up the matter with their home Governments. The question at issue is whether a duly accredited Consul in a foreign land can be arrested by the police. The sanctity of the diplomatic domicile is also debated. Meanwhile Maluquer is in gaol as he has failed to raise the 5000 dollars bail fixed for his release pending trial.—A. and N.Z. cable.

SIGNING OF A TREATY. WASHINGTON, June 6. A treaty designed to suppress smugling liquor and narcotics across the Canadian boundary has been signed by representatives of the Canadian and United States Governments.
