ATTEMPT ON SAILORS' LOYALTY.

Ho says that "Comrade Stuart," who attended the recent conferences at Moscow, was appointed the director of propaganda among British sailors. Stuart will be assisted by übout 100 Russian communists, who at present are being instructed in the English language at tho Soviet's so-called agitation schools. As soon'as they pass tho necessary tests they will be sent to Britain to pursue active agitation.—Times.
