EMERGENCY IN MISSISSIPPI. COMMISSION TO TAKE CONTROL Received September 1, 8.50 a.m. NEW YORK,/Aug. 31. A Washington telegram says that tho Intcr-Stato Commerce Commission has declared that an emergency exists; in regard to the railways of West Mississippi, which are unable to properly serve the public transportation of essential commodities and the commission takes over their regulation.—A. and N.Z. cable.
