PALMERSTON NORTH BOROUGH COUNCIL. THE PALMERSTON NORTH RESERVES BILL, 1922. AJOTICE IS HEREBY GIVEN that! it is the intention of the Mayor, Councillors and Burgesses of the Borough' of Palmerston North (hereinafter called “The Corporation”) to in the present session of Parliament The Palmerston North Reserves Bill, 1922. TJie objects that the said Bill is intended to effect arc as follows; 1. To repeal the Palmerston North Reserves Act, 1800, and the Palmerston North Reserves Amendment Act, 1901 (except section 4 thereof) and section 55 of the Reserves and Other Lands Disposal and Public Bodies Empowering Act, 1919, but such repeal shall not affect any contract entered into, any right acquired, or liabilities incurred thereunder. , . 2. That notwithstanding anything contained in the Wellington Reserves Act, 1876, Amendment Act, I§*7, the Corporation may from time to time lease for any term not exceeding twenty-one years the whole or any portion of the reserves for such rent or rents and subject to such covenants, conditions and agreements (but without compensation or right of renewal) in every respect as the Corporation shall think fit, and the power conferred by this section may be exercised by the Corporation by ordinary resolution notwithstanding anything contained in section 163 of “The Municipal Corporations Act, 1920 ” 3. That the land described in the second schedule thereto shall be held by the Corporation in trust for the inhabitants of the Borough of Palmerston North as an Esplanade. 4. That in addition to the power of leasing authorised by section 2 hereof the Corporation may from time to time lease the whole or any portion of the said land described in the first schedule thereto (except the land described in the second schedule thereto), in mannor provided in Part XVIII. of “The Municipal Corporations Act, 1920,” as though sections 157 and 161 were omitted therefrom.

5. That the Corporation may erect of authorise the erection by the lessee of any buildings on the reserves, and may lay out, form and make streets through the same. 0. That the. Corporation may, if it thinks fit, lease by private contract to any club, association, incorporated body or to trustees on their behalf any of the reserves or any part or parts for the bona fide purposes of playing any outdoor game in- such manner and for such term of years (not exceeding twenty-one), and on such conditions as the Corporation thinks fit, and from time to time by resolution authorise the lessees to demand a fee or charge for admission, to be fixed hy the Corporation on any days during the said term which the Council may approve of. 7. That the Corporation may from time to time raise such sum of money as it thinks fit for the purpose of reading 1 , planting, fencing, erecting buildings, and generally improving the reserves or any of them in the Borough of Palmerston North by way of special loan under and subject to the provisions of “The Local Bodies Loans Act, PJL'h” and may, for the purpose of securing the repayment of the loan and interest thereon, appropriate and pledge as such security a special rate made and levied for the purposes of such special loan on all the rateable property in the Borough of Palmerston North. 8. That the Corporation may from time to time appropriate any part or parts of tin; land described in the first schedule thereto, except the laud described in the second schedule thereto, and erect thereon, for occupation by workers employed or resident in the Borough of Palmerston North, any buildings suitable for workers’ dwellings. y. Thai in addition to the powers conferred by section 3U2 of “The Municipal Corporations Act, 1920,” the Corporation may let by private contract the building known ay The Municipal Opera House,” situate on section 850, Palmerston North, or any part thereof to any person for the purposes of holding entertainments for a term not exceeding three years, subject to such conditions and upon suclAtenns as the Corporation may think lit. 10. The rent and profits received from all or any of the reserves may be expended by the Corporation for any of the following purposes:— (a) in payment of the Sinking Fund and Interest on any loan raised under the power in section 7 hereof. (b) In erecting buildings, reading, planting, fencing, and generally improving any of the reserves and the land described in the second schedule hereto or in the improvement of any Public Domain of which the Council or the Corporation may he the Domain Board. (c) In the purchase of land for reserves for purposes of recreation parks, domains, and gardens. THE FIRST SCHEDULE. All that piece or parcel of land containing 355 acres (more or less), being the rural section Number 1536 and suburban sections numbered 1010, 1012, 1014, 1016, and 1018, on the Plan of the Township of Palmerston North in the Manawatu District. THE SECOND SCHEDULE. All that piece or parcel of land confining by admeasurement 44 acres 2 ■cods'and 10 perches (more or less), icing portion of rural section Number 536"' 0n the Plan of the Borough of hilmerston North (as the same is dedicated in the Plan hereafter menioned deposited in the Magistrate’s Court). A copy of the said Bill has been debited in the Magistrate’s Court, Palnerstou North, accompanied by a plan if lands proposed to be dealt with, and aioh copy and plan will be there open dr inspection for a period of three full veeks from the first publication of this 10tlCe ‘ J.
