SUBSTANTIAL DEFICIT.
MORE MILITARY EXPENDITURE

The budget for 1923 provides for a. total expenditure of 23 milliard francs. Of a deficit of 280 million francs, three milliards will have to be covered by means of loan. The military expenditure has been increased to the extent of '240 million francs, and the naval by 323 million francs. There is no now taxation.—A. and N.Z. cable.
