THE FINANCIAL DIFFICULTY.

The deadlock in the naval enquiry concerning tho building of big ships is due to the predominantly civilian character of tho committee which is dealing with a highly technical subject. On the one hand they aro imnressocl by the march of invention and the lessons learned through air and undersea activities, and on tho other hand the higher ranks at the Admiralty aro in favour of the big ships.—Times.
