POSSIBILITY OF RETIREMENT. Received July 10, 0.0 a.m. PARIS, July 9. M. Deschanel is still suffering from a serious nervous breakdown and is unlikely to resume his duties for a long time. It is even believed that he will shortly retire. There are indications that a Presidential canvass is afoot. M.
