J_M the intention of the Palmcrston North-Kairanga River Board to borrow from the State Advances Ofiice the sum of seven thousand pounds, under the provisions of "The Local Bodies Loans Act, 1913," for a period of thirty-six years, at 5-i per cent, per annum; plus 1 per cent, sinking fund, .for the following purposes, viz.:— The construction of protective works at the Fitzroy Bend, and Anderson's Bend, on the Manawatu river, in accordance with a scheme prepared by the Public Works Department, and adopted by the Pajmerston jS T orth=Kaii'anga River Board. For the payment of interest, sinking fund, ;and other charges in the said loan, the Palmerston North-Kairanga River Board purposes making a Special Rate on the unimproved value on all pioper'ties situated Jn the Board's district, in .the following proportions:— Class A, a rate of 1-lth of a penny in the £* Class B, a rate of l-Bth of a penny in the £. IT is hereby notified' that at a Special Meeting ol' tho Council of tho Kairanga County, held on Tuesday, the 11th day of November, 1019, tlie following resolution was adopted : That in pursuance of the powers, pro- ' visions' and authorities contained in the "Water Supply\Act, 1908," and its amendments, "The Counties Act, 1908," and its amendments, and all other enabling powers, provisions and authori-1 'ties contained in any other Act or otherwise vested in it, tbe Council of the Kairanga County hereby, by Special Order, make and ordain the following By-laws, such Special Order to take effect, and such By-laws to come into operation on the FIRST DAY OF

FEBRUAIIY, 1920, and that such Special Order and By-laws will, at the ordinary monthly meeting of the Council; to be held, at its office in Palmerston North, at 10.30 o'clock in'the lorenoon of the 13th-day of January, 1920, be submitted for confirmation.

Alsb, that the said By-laws be now open for inspection at the said office oi the Kairanga County Council, at Palnierston North, and the Cheese . Factory, Whitmore road, Linton, during business hours. .
