BRITISH GOVERNMENT'S'SCHEME

The Unemployed Insurance Bill extends the. insurance against unemployment on a contributing basis to substantially the whole employed population between the ages of 16 and 70 years. The total number of workei a, manual and non-manual, affected is estimated at 11,750,000, as compared with 3,350,000 covered by the existing schome. _ The scheme comes into operation on October 1. .
I Agriculture and domestic service are not I included in the scheme. Other. exceptions include persons other than manual labourers earning more than £250 a year, employees of. publio authorities, police, and. railway servants, or employees in other statutory undertakings, where such persons have rights, under a statutory superannuation fund, making insurance against unemployment unnecessary. The weekly, contributions vary from 3d for if iris to 6d for men. the employee and employer contributing half each with the State adding a sum equal to one-third of these contributions. The rates of benefit vary from 6s a week for girls to 15s for mon. s ■ •
