The Belgian Government has declined the Allies' proposals to re-establish Belgium's neutrality on the old lines England and France oll'ered to guarantee territorial integrity for live years on condition of Belgium promising absolute ncu* trality. It is understood Belgium requires either safe strategic frontiers or adequate military safeguards.
