THE SCHEME PROGRESSING.

The Speaker of the House of Commons (Rt. Hon. J. W. Lqwther), addressing the Empire Parliamentary Association, said that tho Devolution Committee was making fair progress, and it hoped to bo able to submit its scheme in a few months. This would bo the first step towards a federation of ■ Parliaments of the Empire, but ho thought this was still a long way off.
