JAPAN AND CHINA.
AS PARTNERsTn THE WAR. Received November 9, 10.5 a.m. WASHINGTON, Nov. 8. Japan, as a result of the negotiations with the United States, assumes the full risks of war, political as well as material, and furnishes a considerable tonnage for transport purposes. She will probably furnish troops, but all the Allies must discuss the question.. The United States will meet Japan’s iron and steel needs. A despatch is expected from China sounding the Allies as to a proposition to send Chinese troops tc* Europe. Franco welcomes them.
