Official: The second Liberty Loan realised 4,617,532,300 dollars, and was oversubscribed to tho amount of 1,617,532,300 dollars, half of which lias been accepted. Mr W. G. McAdoo, Secretary of the Treasury, is gratified at tho success of both loans. The over-subscription defers the. necessity for offering the, third loan. AMERICA’S DECISION. NO FOODSTUFFS FOR NEUTRALS. It has been learned that European neutrals have not given satisfactory assurances that food shipments will not benefit Germany, consequently none will go forward.
