NEGRO TO BE ARMY COLONEL. Lieutenant-Colonel Charles Young, Tend t'.S. Cavalry, has been ordered to Colum bus, Ohio, and to report lu the Adjutant General for Ohio for duty. Colonel Young is a West Point graduate, and the only Negro who has ever attained the rank of lieutenant-colonel intho regular army. It is understood that lie is to be put in command of an Ohio regiment of negro infantry, National Guard.
