Personally, he had endeavoured to carry out his duties to the best of hifi ability, and had been greatly assisted by, the Councillors. When they entered office the, war had broken out, and it w;iis to bo regretted that it was still raging. Ihoy bad lost, {during (heir .term, their late esteemed clerk, Mr Walter Rutherford, hut his memory would be’ with the Councillors for a long time to come.
