The cx-Chan-cellor becomes Premier of Prussia. [Baron Von Hcrtling has been (a s already noted in these columns) the Prime Minister of Bavaria for some years, and also chairman of tlie Federal Council’s Committee of Foreign Affairs, Prince Bismarck’s “decorative body invented to make the country believe it had something to say in foreign affairs.”]
