FRUITLESS CONFERENCE. (Per Press Association.) WELLINGTON, Oct. 29. The Council decided to adhere to the amendments made! in (lie Expeditionary Forces Amendment liili, and appointed Sir Francis Bell, lions. Carson, Moore and Barr as managers to meet the House of Representatives. In the House of Representatives the Minister for Defence moved the amendments made by the Legislative Council in the Expeditionary Forces Amendment Bill, the elimination of clause 5, exempting clergy and touchers from service. Mr Leo said that he would vote to refer the amendment back to the Council, lie- , cause bo wished to see clergy exempt, but not teachers. As the clause would be put to members in the House, lie would have no opportunity of voting in that, direction, j and he desired to have that opportunity when the Bill came buck from the Council. The motion was agreed to, and the Premier, Sir Joseph Ward, Sir John Findlay and the mover were appointed a committee to draw up the reasons for disagreeing with j the amendments. Later, the Speaker announced that the committee hud agreed to urge upon the Council that their amendment, was not in the best interests of the country. When the House resumed at 7.30 p.m. , a message was received from the Council intimating that the Council insisted upon its amendments to the Bill, and assigning the reason for its insistence that the Council considered that no class for special exemption should bo defined. Sir Janies Allen moved that the House ask for a conference. The motion was carried and the House immediately adjourned till the ringing of the bell at 7.55 mm., when a message was received from , ( Tie Legislative Council announcing that tho Council had agreed to a conference and appointing 8 o’clock and the Legislative Council as the time and place foi the conference. On the motion of the Premier, the House again adjourned till the ringing of the bell. , At 9.35 p.m. tho House resumed, when tho Speaker announced that tho managers of tho House had mot the managers o tho Council and they had boon unable b arrive at any agreement.
