EXEMPTIONS OF TEACHERS.

ANOTHER ABORTIVE CONFERENCE. (Psh Press Association.) WELLINGTON, Oct. 30. When the House resumed at 12.40 p.m., Sir James Allen submitted the managers’ report to the effect that the second conference between the representatives of the Council and the House had been unablo to come to an agreement. Ho moved that the Council be asked for another conference and that Hon. A. Myers, Sir James Carroll, Mr Parr and the mover be appointed managers to confer with the Council's representatives. Mr Jennings asked if this farce was to be continued. Two conferences had already been held on the question, which was a simple request of the majority of the House. Dr. Newman asked if members could attend the conference. The Speaker (Mr Lang) ruled that any members could attend the conference, and quoted authorities. The position had never been previously raised in the House, but that was the position. Mr Massey considered that better work could be done if the conference was conlined to a few members.
