NO MEASURE IN V/AR TIME. (Dr EiiEoxiuo TRbEGRArit— Copyßiom'.) (Peb PBtas Association.) LONDON, Oct. 25. Replying to a deputation from the Scottish Trade Onion Congress, Mr Lloyd George said that he was unablo to contemplate the bringing in of a Scottish Home Rule Bill in war time. Wo had little time to deal with purely local and provincial questions. The difficulty was that England, being such a preponderating partner, the English Parliament would be so important that it would be a rival to the Imperial Parliament.
