GERMAN ADVANCE ON PETROGRAD IMPOSSIBLE.

General BrusilofT, in an article in a Moscow newspaper, declares there is no adequate ground for any alairm for Petrograd this autumn or winter. The enemy cannot- have large reserves, and mud, frost, and insufficient roads, railways, and food make such an operation a hope-loss enterprise. Despite the inefficiency of. the Russian army and navy, an advance on Petrograd through Finland i s improvable. Admiral Ncrnitlh, commander of fho Black Soa Fleet, is more pessimistic, and believes (he seizure of Riga and Oosel are stages in a calculated operation against Petrograd. The only thing in Russia’s favour is Germany’s weakness. It is almost certain that. Germany will take Reval during tho winter. NO SERIOUS OPERATIONS BEFORE SPRING. The Tiding says tho situation is most menacing for Petrograd. Tho Germans are incorporating in the Baltic Fleet the most modern ships, which are leaving Wilholmshaven and Cuxhaven daily.
