SOCIALISTS OPPOSE VON BU LOW’S APPOINTMENT. Received October 25, 11.25 a.in. AMSTERDAM, Oct. 24. Berlin advices state, that Dr. Michaclis and the Kaiser had a two hours’ conferenca Dr. Michaclis placed his portfolio in t.bo Kaiser’s hands. There is an exciting struggle over Billow’s candidature for the Chancellorship. The Socialists strongly oppose his appointment, and the? Vorwaorts and other Socialist papers declare that Bulow absolutely failed as a statesman arid that he is responsible for -the situation which precipitated the war. HERR HELFFERICH SUPERSEDED AMSTERDAM. Oct. 24. A Berlin message states that Herr Ilolffcrich has been relieved of the post of Minister of the Interior, and TJndcr-Secro-tury Schwander has been appointed Secretary of State for the new Imperial Department of Economics, created to deal with social economics and practical questions formerly handled by the Ministry of the Interior.
