RUSSIAN PEACE DEMANDS.
SOLDIERS’ AND WORKMEN’S COUNCIL’S PROPOSALS. PETROGRAD, Oct. 22. The following' are among the Kussiau peace demands, which the- Soldiers and Workmen’s Council’s delegates will possess when attending the inter-Allied eunterenco at Paris: A free, ■uninfluenced plebiscite re- ’ carding the future- of Alsace and Lorraine Italia Irredenta, Belgium, Serbia, and Montenegro, with compensation from an international fit.ml; the restitution to Germany of all colonies; the neutralisation of all straits leading to the inner seas, including Suez and Panamu Canals; the disarmament *on land and .sea, .and the creation of a stfs,'iem of militia.
