A French communique authoritatively reviewing the recent course of the war declares that' th& Germans have reached their supreme military effort for the first time* siitco the beginning of the war, and there is now r> clear decrease in the total strength of the German forces. I |t is now reported that Germany has lie dm forced to call part of the 1919 class/ up and to break the newly .formed re; pments' to reinforce flic fighting units. Despite the Russian upheaval the continuity and intensity of the Anglo-French offensive presents Germany from - getting the benefit of her valuable reserves. Germany retains great powers of resistance, which will take all the strength of the Allied forces to break, hut her resources arc diminishing at the very moment when the military . situation requires a n increase. i The Anglo-French armies have readied tlio full strength of which they are capable. With the help of the United States they will be able to maintain their enormous strength until the end of the war. This will prove of a decisive character in tho 1918 operations.
