TRIBUTES TO AUSTRALIA AND NEW ZEALAND.

Harcourt presided at the Empire Parliamentarians' luncheon to Mr Denham (Premier of Queensland) and Mr Arthur Myers, M.P. for Auckland City, at the House of Commons. The Duke of Argyll, Lord Bryce, Lord Plunkett, Mr Robinson and many M.P.'s and their wives were present. Lord Emmott, in proposing the health of the guests, paid a tribute to Australia and New Zealand's reception of the British Parliamentarians. The social legislation of Australasia was deeply interesting and was inspired by a desire to benefit millions rather than millionaires.

Mr Denham advocated that State Parliaments should be incorporated in the Parliamentary Association on the same terms as the Commonwealth Britishers often forgot that the States had sovereign rights. Mr Myers detailed the reproductive ♦character of the New Zealand debt, spoke of the popularity of the defence eystem, and explained the tendencies of social legislation. The Duke of Argyll said the Motherland should take hints from the Dominions' experience. "The Dominions in many aspects of democracy were older than ourselves and had given us a lead in making patriotic sacrifices on behalf of defence.'' ■
