KAIRANGA COUNTY COUNCIL.

MONTHLY MEETING. Tho monthly meeting of the Kairanga County Council was held yesterday. Present: Crs. L. R. Bryant (chairman), M. A. Moody. C. Voss, C. Anderson, D. Collis, l'j. Collins, I?. Hansen, and \\ . W, Wilsher. CORRESPONDENCE. From J. M. Bennett (Awahuri), asking tho Council to carry out the proposed improvements to Aorangi road, as agreed with the Drainage Board. — Engineer txj-be instructed to proceed with the work. From A. Guy (Palmerston North), drawing attention to tho uneven state of Flyger's line from Mr Siddell's gate to his property, and asking for improvements to same. —Tho Council recognised that the road wanted metalling, and decided to call for tenders for the work.

From T. H. Hudson, denying that lie grazed a bull on the public road at Whitmore, and complaining of damage done to fences by stock on the roads. Received. From tho Horowhenua County Council, pointing out that they already pay over tho rates collected from properties . on Scott's road for tho improvement of the road. For the purpose of discussing the matter, however, the Tokomaru riding Councillors were willing to meet representatives from this Council at Shannon. "The Fitzherbert riding Councillors were asked to arrange a meeting with the Horowhenua Councillors in Palmerston North.

From Jas. Wallace (Clifton), stating that he intended fencing hia property at Clifton. but suggesting that the fence be placed at the edge of the road so that the waste ground could be planted with native shrubs, lit.' asked permission to do this, and also drew attention to tho unmetalled state of the roads. —The matter of placing the fence at tho edge of the read was left in the hands of Crs. Bryant, Moody and Collins, with power to act. The Council decided to call upon these responsible to form and metal tho,roads in the Clifton estate,' as stated on the plan deposited with the Council.

From Jos. Batchelar (Linton), applying for part of tho cost of erection of a road boundary fence on Scott's road. Granted £lO towards cost of fencing the dangerous pads of the road. From tho Palmerston North Hospital Board, requesting payment of the annual capital levy of £B9l 7s 4d, and also the levy of £489 la 8d for the supplementary estimates. —Capital levy passed for payment. from the Manawatu County Council, with the suggestion that certain local bodies combine to borrow £IOO.OOO for the purpose of reconstructing their roads. — Held over for consideration at a later date.

From .he Public Workr! Department, stating that a vote of £l2O had been provided for the Gorge road for permanent improvement work. The provision being made on tho Public Works Fund estimates, the amount was not available for maintenance work. The proper procedure was for the C ouncil to submit proposals for expenditure to the district engineer. The question of issuing authority will then receive consideration. The grant of £l2O was intended for work in tho Pahiutua county.—Councillors stated that they were under the impression that a grant, of £3OO for improving this road had been made, and in view of this it was decided to forward a eopv of tho above letter to Mr Buick, M.P. Tlh> Woodvillo Borough Council wrote stating dint Mr Esoctt, M.P.. was endeavouring to arrange a deputation to the Hon. Minister for Public Works re the Gorge road.—Received. From J. T. Paw son (Kelvin Grove), calling attention to the state of tho approach to tae Kelvin Grove railway crossing, and alto the culvert under the crossing, which he considered too small to take tho water away.—The Railway Department is to be asked to raise the road on each side of tho crossing: The Council referre< the nuittet of the culvert to Crs. Wilsher, Anderson and the inspector, with power t-o act.

They stated the Drainage Pumrd had agreed to contribute toward.tie. 1 cost, and no harm would result .from the work. .Wo.*-* Kecble and Ryman (Kairanga) also v> ote in connection with this matte", protesting against the proposal of banking up the drain.

Ihe Council considered the proper cours* would be to raise the road, and it was suggested that the settlers be approached to see if they would ce-operate with the Conn cil with that end in view. The enginee: was instructed to prepare ah estimate oi the work. In the meantime the Drainage Board and settlers are to be asked if the) are prepared to contribute towards the work.

Mr Quigan, contractor for improving FT arris's Bend (Fitzherbert), waited u[>on tin Council stating that he had finished hicontract, and asking that the same be pass ed. A committee comprising Crs. Bryant. Mocdy, Voss, and Collins, was appointed to inspect the work ENGIXEER'S REPORT.

The county engine, r, Mr T. Bastin, reported as follows: Fitzherbert Riding.—The staff in Fitzherbort, East has been employed on Pahiatua road. In the centre portions of the district maintenance work has been carried out on 1 in tea road, Riverbank ro;uJ, and on Kaliu terawa road. The staff at Linton has been erigag >d en Millrick's line, Kendall's road. Mam road, and Scott's road. The Gorge road is in fair order.

.Uaiigaono Killing.—ln this riding) Ihe stall' at Stony Crock has attended to repairs on Bunnythorpe-Stony Creek road, James' iino, and Kelvin Grove road. The other team lias been employed at the concrete bridges, J. R. Allerby <5 (cam was put on lo linisii the formation anil metalling on Janus' line, at the new bridge, and the metalling of Fubrian's road. This has been done, except a small piece on James' line, and at this point a new culvert about 4ft by 3ft is required, the present one not being lit to carry heavy traffic. Re Setter's line, the old formation wants trimming up. This can be done when the road machine is up that /.'ay. Re pipe culverts on Robert's line, at Co man's old place. It requires another pipe or three foot culvert. At the other place complained of, pipes wore blocked with timber. The Taonui bridge is completed except a little plastering, and removing timber from l>eams. The bridge over the Taonui, at Taonui," is in a very bad slate. In the meantime, now decking is required. To replace it with a new bridge will cost about £2OO, including stra-ightoning the road. Tenders have been called for Richardson's line formation. I suggest an 18-fect roadway is sufficient on this road. It is possible the metal can be procured from Mr \Y hi taker.

Taonui Riding.—ln this riding the stoff has been employed oil Fox ton line, No. 1 line. College street, and carting metal for No. 4 line culvert. The contractor for Riddiford's estate has made a start with tlio work. The metal contract for Lower Aorangi road will be started to-day. The contractor for filling in the drain at, Aorangi is making fair progress with tho work. r STATEMENT OF RATES. Taonui Riding.—Total rates £2161 10s, collected £2145 16s 6d, outstanding £ls 13s 6d. Mangaone Riding. —Total rates £2619 lis lid. collected £2602 iCs lOd, outstanding £l6 13s Id. Fit/.herbert Riding.—Total rates £2015 3- 3d, collected £2Oll 16s. outstanding £3 7s 3d. The statement of riding accounts is as fob, lows: —Taonui riding, cr., £459 8s 4d; Mangaone riding, cr.. £520 19s lid; Fitzhcrbcrt riding, dr., £214 5s Bd. .GENERAL. It was decided to call tenders for metalling the Tokornaru road where it has been improved at the bend. Tho inspector was authorised to put in a culvert on James' line, as suggested in his report. The culvert oil Setter's line is to be ati#;dcd to at the same time as the road. Tenders are to be called for the regrading of the hills on Roberts' line, aJid Clevely's line. - It was decided to inform the Oroua County Council that this Council proposes to b.iild a concrete bridge and straighten the :oad over the Taonui on the railway road (Aorangi), the work to be provided for in next year's estimates Tenders are to be called for horse feed for the current year. The lender of J. R. Allcrby, at £BO, for the formation of Richardson's line was accented.

Cr. Wilshcr reported in connection with the cattle that got on to the railway line at

Kelvin Grove, and delayed the Main Trunk express last week, that the animals were being driven at the time from the- direction of Bunnythorpc, and were not: at ray animals. Accounts amounting to £1475 7s 2d were passed for payment.
