Roberts, M.P., presiding at the conference of the Labour Party at Lambeth, criticised Canada's offer of battleships, which, he said, would greatly add to Britain's annual expenditure. If Mr Churchill's assurance was accepted that the defensive forces were sufficient three vessels must be in excess of the requirements. Moreover, giving the colonies representation on the Defence Committee was fraught with far-reach-ing consequences and must be subjected to searching enquiry.
