Madame Levilliau lias been fined £640 for manufacturing cigars and cigarettes from cocoa husks, thus contravening the State tobacco monopoly. In connection with the alleged wrong inflicted on Americans by the retroactive German tax on potash, which it is feared will bring about a trade war, the American delegates have submitted a proposal to a German syndicate whereby the loss due to the super contingent tax shall be halved between American and German interests, the Americans thus penalising themselves voluntarily to the extent of fourteen million dollars. The president of the syndicate rejected the proposals and the delegates are returning to Washington. KING MAY VISIT OVERSEAS DOMINIONS. CAPETOWN, Nov. 7. The Duke of Connaught's speech at the opening of the Union Parliament, expressing King George's regret at his inability to visit South Africa, has evoked attention throughout South Africa. The newspapers unanimously acclaim the prospect of the King and Qtfeen visiting South Africa at no distant date, together with the principal centres of the Empire.
