COLONIAL OFFICIAL'S IMPRESSION

OF THE DOMINIONS OVER THE SEAS. BETTER COMMUNICATION - REQUIRED. (Br Electric Telegraph—Copyhight.) (Peh Pbess Association.) LONDON, April 5. A Parliamentary paper has been issued containing the record of Sir Charles Lucas' impressions during his recent visit to Australia and New Zealand, on behalf of the Colonial Office. Sir Charles insists on the. necessity for quick mail services, and says that one good result of the Imperial Press Conference Avas to strengthen the movement for cheaper telegrams. He welcomes cheaper communication, which would enable labour representatives to visit England. He found nothing more admirable in Australian public life than the effort to keep the permanent officials outside the scope of political influence.- Sir Charles considers it would be difficult to point to any part of the world combining more advantages within the same space than New Zealand. British interests in the Pacific called imperatively for much better communication between the Pacific Islands. There was, he found, considerable keenness in Australia and New Zealand for extended openings for their youths in the Imperial service.
