OTTAWA, March 26. Owing to a Bill embodying Mr Justice Clements , decision (cabled yesterday) being rushed through the Dominion Parliament, Canada will admit only immigrants direct from the land of their birth. Immigration to Canada in January and February from the United States increased by 61 per cent., but decreased by' 36 per cent, through ocean ports. LONDON, March 26.
