UNSOUND BOOK-KEEPING.

Messrs Peats and Pixley, leading chartered accountants, after an independent audit of the London County Coun-r-il's tramways, show the methods of keeping accounts to be unsound. The displacement of hofses by electric traction caused a loss of a million, and the application of, £203,592 from the earnin"-' of the horse system to relieve the rater, was unjustifiable and ought to have been applied to meet the losses.
