LONDON, March 30,
French St. Petersburg advices state that the Japanese have cut the HarbinVladivostock railway. The Figaro states that over-ruling M. de Witte and Count Lamsdorff, the Czar sided with the minority of the Finance' Committee and Grand Ducal party in favour of the continuation of the war. The Grand Dukes' hope centres in Admiral Rozhdestvensky. A fourth Russian squadron is preparing to sail in April.
